Special Topics: Advocacy from the Outside: Race, Marginalization, and Diversity in Policymaking
Marginalized communities face daunting challenges in policy advocacy. This course problematizes the multiple consequences of disparate social power for the policy process and it examines varying strategies employed to confront those challenges. Advocates from the periphery of power can face a variety of shortcomings-of money, membership, organizational development, opportunities for coalition formation, or stereotypes and trivialization in the wider public imagination. These disadvantages are particularly troubling when they often align with enduring racial divides in American society. The course devotes particular attention to the organizations, networks, and structures that advocates develop in response.
