The Evans School of Public Affairs presents Laura Evans, Assistant Professor of Public Affairs, on "Quiet, Yet Ever-Constant Advocacy: American Indian Tribal Governments and Federal Indian Policy."

Abstract:

This paper examines the ways that American Indian tribal governments confront and change federal Indian policy. American Indian tribal governments win particular kinds of external assistance that provide small but needed subsidies for the cultivation of expertise about policy and politics, which then provides unobtrusive foundations for future political victories. In particular, groups that face daunting odds can sometimes find institutional niches, which help with developing technical policy expertise, providing opportunities to get to know the external environment, and offering exposure to a variety of strategies and organizational forms. Niches can emerge and thrive in highly variegated institutional environments, such as the American federal system and the many separations of powers it contains. Tribes and other similarly situated actors are able to capitalize on these arenas of discretion.
